Etalab
Etalab is a French public administration which acts primarily as Chief Data Officer of the State and coordinates the design and implementation of its strategy in the field of data (opening and sharing of public or open data, exploitation of data and artificial intelligence ...). Thus, Etalab develops and maintains the French government's open data portal data.gouv.fr.
ReusersMost of the community communication documents refer to three types of Open data players: producers, intermediaries and end users. Our analysis revealed a variety of profiles of re-users of open data which is problematic, because usually the aim of this data is to group the categories of re-users under common headings, but they have different professions, skills and hierarchical positions. Indeed, the panel of re-users is made up of data producers, Open Data project managers, project coordinators based on the use of open data, data analysts or journalists, developers and promoters of open data. In other words, each actor retains its specificities and its peculiarities in the way it uses the data, which forces these professionals to take an impossible double injunction: they need the most raw data possible to integrate or process them more easily then. Without its context, a piece of data cannot be used. Following our analysis and the various information collected on the web, we are able to propose a categorization of cases of reuse of open data in France. Of course, the following are examples of reuse cases based all over France. Regarding the cases of reuse you will realize that some cases are likely to end up in several different categories because some categories are closely linked such as mobility and tourism.
